N2  - Der Anteil der von Lärm betroffenen Bevölkerung wird zunehmend größer. Ungefähr 80% der Bevölkerung fühlt sich durch den Straßenverkehrslärm belästigt oder sogar stark belästigt. Aufgrund der Nähe zur Geräuschquelle kommt dabei vor allem der Belästigung durch den Straßenverkehrslärm im innerörtlichen Bereich eine wachsende Bedeutung zu. Ein Vergleich von Lärmschutzkosten mit den durch den Lärm indirekt verursachten Kosten (z.B. durch sinkende Wohnungspreise oder "Lärmtote") ist in einigen europäischen Ländern schon durchgeführt worden. Für den innerörtlichen Bereich sieht die Berechnungsmethode des Umgebungslärms die negative Beurteilung lokaler Störungen wie überfahrene Kanaldeckel, Aufpflasterungen oder Straßenbahnschienen nicht vor. Dies führt dazu, dass in Lärmaktionsplänen Maßnahmen zur Beseitigung dieser Störstellen nicht honoriert werden können.
N2  - The proportion of the population affected by noise is constantly increasing. Approximately 80 percent of the population feels disturbed or even severely disturbed by road traffic noise. In view of the proximity to the source of the noise, the disturbance caused by road traffic noise in built-up areas in particular is gaining in importance. A comparison of noise protection costs and costs indirectly caused by noise (exempli gratia falling real estate prices or "noise-related fatalities") has already been conducted in a number of European countries. However, the method used to calculate the ambient noise in built-up areas did not take into consideration the negative assessment of local irritants such as vehicles driving over manhole covers, speed traps, or tram tracks. This means that measures to eliminate such noise sources cannot be taken into consideration in noise reduction action plans.
