N2  - Einleitend dargelegt werden Zielsetzung, Inhalt und begleitende Maßnahmenforschung für die in sechs Modellstädten durchgeführten Vorhaben zur flächenhaften Verkehrsberuhigung. Die Maßnahmendokumentation beinhaltet neben der Dokumentation der einzelnen Verkehrsberuhigungsmaßnahmen die Rekonstruktion des Planungsprozesses seit Auswahl der Modellgebiete. Das Modellgebiet Ingolstadt umfasst nahezu die gesamte historische Altstadt, wobei die städtebauliche Geschlossenheit durch die deutlichen Abgrenzungen Glacis (ehemals Festungsgürtel), Donau und die beiden Ringstraßen unterstrichen wird. Zentrale Aufgabe der flächenhaften Verkehrsberuhigung in Ingolstadt war die Umgestaltung der Altstadtstraßen zu einem zusammenhängenden verkehrsberuhigten Bereich, wobei ein angemessener Kompromiss zwischen den verschiedensten Anforderungen an zentralstädtische Straßen, die Bedeutung des historischen Ensembles Altstadt und den Kosten gefunden werden sollte. Der Beitrag schildert die Durchführung der Maßnahmen und geht auf ausgewählte Problembereiche ein.
N2  - The Federal Institute of Road Transport, the Federal Research Institute of Regional Town and Country Planning and the Federal Environmental Protection Agency are the federal institutes responsible for coordinating the pilot project "Area-wide Traffic Calming" that is being conducted in the six model cities: Berlin, Borgentreich, Buxtehude, Esslingen, Ingolstadt and Mainz. The documentation of measures included in the effectiveness and associated research comprises the detailed outline of the planning process following the selection of the model cities as well as documentation of the individual traffic calming measure. The documentation is based on the following: - Analysis of documentary materials (minutes of internal political and administrative forums, minutes of public meetings newspaper articles) - Development plans for each of the individual traffic calming measures - Photo documentaries: before and after the changes were made. The documentation of measures is broken down into individual planning stages and structured according to problem areas and measures. The compiled findings refer to the following areas: - Situation at the start of the pilot project Detailed analysis in the areas of urban development, traffic and environment Objective outline conditions and problem areas - Plan for implementing measures Abstract of planning study as planning standard Modification of the implementation plan during the planning process Effected traffic calming measures (including expenses) - Documentation of the planning process and public involvement grouped by the planning stages - Presentation of selected problem areas - Documentation of individual measures including before after comparisons.
