N2  - Ungefähr 20 Jahre nach der Einführung der Bauproduktenrichtlinie (Richtlinie 89/106/EWG, BauPR) wurde im April 2011 im Amtsblatt der Europäischen Union das Nachfolgewerk, die Verordnung (EU) Nummer 305/2011 (Bauproduktenverordnung, BauPVO), veröffentlicht. Zielsetzung der Überarbeitung war der Wunsch nach Klarstellung, nach Erleichterungen für Kleinere und Mittlere Unternehmen bei der Anwendung, aber insbesondere der Wunsch nach mehr Vertrauen in die CE-Kennzeichnung. Mit der Herausgabe einer unmittelbar verbindlichen Verordnung hat die Europäische Kommission den Stellenwert dieses Dokuments verdeutlicht und wirkt damit zugleich auf eine einheitliche Anwendung im europäischen Wirtschaftsraum hin. Darüber hinaus enthält die BauPVO im Detail eine Vielzahl von Änderungen gegenüber der BauPR, sodass eine zweistufige Einführung mit einer vollständigen Wirksamkeit aller Artikel der BauPVO zum 01. Juli 2013 vorgesehen ist, um den Wirtschaftsakteuren eine Frist zur Vorbereitung und Umstellung zu gewähren. Bestehende harmonisierte Normen für Bauprodukte haben auch nach dem 1.7.2013 weiterhin Bestand und müssen erst im Zuge der turnusmäßigen Überarbeitung an die Vorgaben der BauPVO angepasst werden. Unabhängig davon sind die Hersteller von Bauprodukten verpflichtet, anstelle des Konformitätsnachweises eine Leistungserklärung abzugeben. Diese kann auf der Basis der vorhandenen Dokumentation, z.B. der Erstprüfung erstellt werden.
N2  - About twenty years after the implementation of the Construction Products Directive (CPD; Directive 89/106/EEC;) as a follow-up the Constructions Products Regulation (CPR; Regulation 305/2011/EU) was published in the official journal of the European Commission. Objective of the revision was the wish for clarification, facilitations for small and medium enterprises but especially the whish for an increased credit in the CE-marking. By issuing a regulation the European Commission clarifies the importance of the document and at the same time ensures a uniform application within the European economic area. In addition the CPR includes numerous changes compared with the CPD. Therefore a two-step implementation has been set up with an articles coming into force on the 1st of July 2013 giving the economic operators some time for preparation and conversion. Existing harmonized standards keep valid after the 1st of July 2013 and will be adapted to the provisions of the CPD during the rotative 5-year-revision. Despite this the manufacturers are bound to provide the declaration of performance instead of a certificate of conformity from that day on. The DoP can be provided on the basis of the existing documentation e.g. the Type Testing report.
